Property Maintenance

We live in Hackettstown and take good care of our property. The problem is the house next door is very close to ours and there is garbage everywhere (which usually ends up on our lawn). They are renting this house and must be close to a dozen adults & children living there. The owner lives somewhere in Independence and drops by the house occasionally (probably to pick up the rent), but doesn't seem to care about the garbage in the front, side or back of the property. Does anyone know if there is a town ordinance about keeping property free of household garbage or anyone we can contact about this. Your help is appreciated!


Yes there is an ordinance. Below is the link from the Hackettstown Bid website listing all town codes and ordinances. In particular, Chapter 11 Health-Sanitation. Section 11-1 addresses your concern.

If there are really a dozen people living there, it's not likely to have that many allowed on the CoO. You should report that to the town as well.


Thanks Greg and GC for your help. Will definitely check out the links you sent. At least a dozen people there, at times more. May be hard to prove that they have permanent residency there, but I will have someone look into it. Thanks again!


Anna - I have 22 first cousins and 28 second cousins. Just hosting Palm Sunday has garnered 45 people and they all comment how the turnout was *low*. You definitely need to prove it if anything will happen. But filing a complaint is the first step. It's the only way they can investigate. Without a complaint state law says they have to give 30 day notice to inspect and you can guarantee nothing will be found.


What can be done if a neighborhood house looks to be newly abandoned but literally has piles and piles of garbage all over the driveway, yard and everywhere!
I did see some neighbors cleaning up and canning what garbage they could but it appears that the garabage company won't take it.
The house always has had piles and looked trashy but this is a new level of messy.
Unfortunately this is literally the first house in our development- makes for a great impression...
