On West Valley View Ave this afternoon.
Got a photo of one and the other was a tiny black dog - too far away to get photo

Hackettstown has a leash law.
If the owner just lets his dogs run loose without care the police should pay him a little visit. If animal control picks them up it may not be a happy ending.

If the guy CBGB contacted is their owner sounds like he doesn't give a damn about them.
