Civil War Statue in Hackettstown

Why is there yellow caution tape around the statue of Civil War solder in Hackettstown?

Frank, I do not know. However, the statue is a Revolutionary War memorial. It is not easy to get a good look at it due its location. There is a poem inscribed that is worth a read.

It appears they've removed and will be replacing the iron railing that surrounds the monument.

Thank you for the link, Greg. Fascinating that it’s not the original. I’ve only been in the area for 10 years but assumed it was older than 20 years. It’s a shame they sold the original for scrap after collecting the funds for the hefty $700 tab.
